To provoke or encourage someone to do something, often something aggressive or unwise.

To command an animal, especially a dog, to attack.

There was an owner who would sic their guard dog on people.

TRANSITIVITY:
Transitive verb (他動詞(たどうし)). Pattern: AをBに(けしか)ける (to sic A on B) or Aを(けしか)けて〜させる (to incite A to do ~)

KANJI NOTE:
(けしか)ける is often written in hiragana as けしかける because the kanji 嗾 is uncommon.
