1. to refrain from, to hold back, to moderate

To avoid doing something or to reduce the amount of something, often for health or social reasons.

プラスチック製品(せいひん)の使用(しよう)を控(ひか)える。

To refrain from using plastic products.

塩分(えんぶん)を控(ひか)えてください。

Please cut down on salt.

飲(の)み過(す)ぎを控(ひか)える。

To cut back on drinking.

2. to wait, to stand by

To wait in readiness, often in an official capacity or as a reserve.

秘書(ひしょ)が隣(となり)の部屋(へや)に控(ひか)えている。

The secretary is waiting in the next room.

舞台(ぶたい)の袖(そで)には次(つぎ)の出演者(しゅつえんしゃ)が控(ひか)えている。

The next performer is waiting in the wings.

3. to be imminent, to be approaching

Used to indicate that an event is near or upcoming.

試験(しけん)を控(ひか)えているので遊(あそ)べない。

I can't hang out because I have an exam coming up.

結婚式(けっこんしき)を来月(らいげつ)に控(ひか)えて、準備(じゅんび)で忙(いそが)しい。

With the wedding coming up next month, we are busy with preparations.

Transitivity

Senses 1 and 3 take を: 塩分(えんぶん)を控(ひか)える (cut down on salt), 試験(しけん)を控(ひか)えている (have an exam coming up)
Sense 2 is intransitive: 隣(となり)の部屋(へや)に控(ひか)える (wait in attendance in the next room)

ASPECT (ている):

控(ひか)えている with sense 1: ongoing restraint
控(ひか)えている with sense 3: something is approaching (試験(しけん)を控(ひか)えている = an exam is coming up)

Common patterns

Note: 控(ひか)えめ (na-adjective/noun) is very common and describes restraint in manner, volume, or quantity.
