Used to indicate that the speaker is omitting or abbreviating the rest of what was said. Similar to "blah blah" or "such and such" in English.
彼は「忙しくて云々」と言っていた。
He was saying something about being busy and so on.
理由は云々かんぬんあるが、結果が大事だ。
There are all sorts of reasons, but the result is what matters.

to discuss, to comment on
Used with する to mean discussing or making comments about something, often critically. Frequently appears in the pattern ~を云々する.
他人の生き方を云々するべきではない。
One should not criticize how other people live.
味を云々する前に、まず食べてみてほしい。
Before commenting on the taste, I'd like you to try it first.
USAGE:
In sense 1, 云々 replaces omitted content, like ellipsis in speech. It is often paired with かんぬん in the expression 云々かんぬん for emphasis ("this and that and whatnot").
In sense 2, 云々する means to discuss, comment on, or criticize, often implying the speaker thinks such commentary is unwelcome.
