甦っている indicates the resulting state of having come back to life or been revived.
ETYMOLOGY:
From 黄泉 (the underworld) + 返る (to return) — literally "to return from the underworld."
KANJI NOTE:
Also written as 蘇る. Both 甦る and 蘇る are used; the hiragana form よみがえる is also common.
