To encounter obstacles that slow or halt progress. Originally a nautical term meaning rough sailing, now widely used for negotiations, projects, and any process that hits snags.

交渉(こうしょう)が難航(なんこう)している。

The negotiations are stalled.

人手不足(ひとでぶそく)で工事(こうじ)が難航(なんこう)している。

The construction is having difficulties due to a labor shortage.

With the ruling and opposition parties at odds, deliberation on the bill is facing extreme difficulties.

Originally a nautical term — 難(なん) (difficulty) + 航(こう) (voyage) — meaning a rough sea crossing. Now used almost exclusively in the figurative sense of any process encountering serious obstacles.
