To fold something back on itself, such as a hem or edge of fabric or paper.
裾を折り返す。
To fold back the hem.
ズボンの裾を少し折り返して履いている。

To reverse direction and go back the way one came.

To return a phone call or respond to a message. Very common in business contexts.

There was a message on the answering machine, so I called back.
A compound verb from 折る (to fold) + 返す (to return). The physical meaning of folding back extends metaphorically to turning around and to returning communication.
