For something to move upward or for a person to go to a higher place. Used more broadly than 登る (which focuses on climbing) — includes going upstream, traveling to the capital, or the sun rising.

For a topic, issue, or name to be brought up in discussion or conversation.
会議で話題に上った。

毎回の会議で予算の問題が議題に上るが、なかなか結論が出ない。
The budget issue comes up on the agenda at every meeting, but no conclusion is ever reached.
One of three common verbs read のぼる, each written with different kanji: 上る (general upward movement, amounts, topics), 登る (climbing mountains or heights), and 昇る (rising of celestial bodies, promotion). In practice, 上る is the most versatile and can substitute for the others in many cases.
USAGE:
For sense 2 (amounting to), the pattern is 〜に上る. For sense 3 (coming up as a topic), common patterns include 話題に上る, 議題に上る, and 候補に上る.
