GRAMMAR:
Na-adjective. Most commonly used in the predicate: ～とは心外だ (it's outrageous/hurtful that...). Can also modify nouns: 心外な話 (an outrageous matter).
USAGE:
Expresses personal indignation — the speaker feels wronged or misjudged. Literally means "outside one's heart/expectations" (心 = heart + 外 = outside). Slightly formal in tone.
