GRAMMAR:
Na-adjective. Most commonly used in the predicate: ~とは心外(しんがい)だ (it's outrageous/hurtful that...). Can also modify nouns: 心外(しんがい)(はなし) (an outrageous matter).

USAGE:
Expresses personal indignation — the speaker feels wronged or misjudged. Literally means "outside one's heart/expectations" ((しん) = heart + (がい) = outside). Slightly formal in tone.

DISTINCTION:
Do not confuse with the homophone 侵害(しんがい) (infringement, violation), which is a completely different word.
