Carries a nuance of strategic or calculated planning. Can be neutral (ambitious planning) or negative (scheming, plotting). The noun form 目論見(もくろみ) (plan, scheme, design) is also common: 目論見(もくろみ)(はず)れる (one's plan goes awry).
