予定通り can function as an adverb modifying a verb, or as a noun with に or の. It is one of the most common ~通り expressions.

The ~通り pattern attaches to nouns to mean "as (noun)." Other common examples: 計画通り (as planned), 期待通り (as expected), 説明通り (as explained).
