TRANSITIVITY:
Transitive. Takes を for the person being instigated.

USAGE:
Always carries a negative connotation. The person doing the そそのかす is leading someone astray. The passive form そそのかされる (to be instigated, to be egged on) is very common and is often used as a partial excuse for one's own wrongdoing.
