To have a high level of ability or expertise in a particular field or skill. Almost always used in the form に長けている to describe someone's proficiency.

彼(かれ)は交渉(こうしょう)に長(た)けている。

He is skilled at negotiation.

言葉(ことば)の扱(あつか)いに長(た)けた作家(さっか)だ。

She is a writer skilled in the use of language.

Almost exclusively used in the pattern ～に長(た)けている. Rarely seen in other conjugated forms. Describes a developed, practical competence rather than innate talent.
