USAGE:
(かんが)みる is a formal, literary verb. It almost always takes the particle に: ~に(かんが)みる (in light of ~, considering ~). The conjunctive form ~に(かんが)み is frequently used in official documents and formal announcements.

GRAMMAR NOTE:
Despite looking like it could be godan, (かんが)みる conjugates as an ichidan verb: (かんが)みる → (かんが)みて → (かんが)みた.
