USAGE:
鑑みる is a formal, literary verb. It almost always takes the particle に: ~に鑑みる (in light of ~, considering ~). The conjunctive form ~に鑑み is frequently used in official documents and formal announcements.
GRAMMAR NOTE:
Despite looking like it could be godan, 鑑みる conjugates as an ichidan verb: 鑑みる → 鑑みて → 鑑みた.
