A rough target, estimated time frame, or prospect for when something will be achieved or completed.
完成(かんせい)の目途(めど)が立(た)った。
We now have a prospect for completion.
来月(らいげつ)を目途(めど)に計画(けいかく)を進(すす)める。
We'll move the plan forward with next month as the target.
解決(かいけつ)の目途(めど)がまだ立(た)っていない。
There is still no prospect of a resolution.

KANJI NOTE:
Also written as 目処(めど). Both forms are common.
