To regard a person as a nuisance or as someone whose presence makes one uncomfortable, and to want to avoid them — often a senior, strict, or overbearing figure.
部下に煙たがられている。
His subordinates find him hard to be around.
若手は口うるさい先輩を煙たがる。
The younger staff keep their distance from naggy seniors.
正論ばかり言う人は、ときに周りから煙たがられる。
People who only ever speak hard truths are sometimes kept at arm's length by those around them.
Built from the adjective 煙たい (smoky; ill-at-ease) plus the suffix がる (to show signs of feeling). Literally "to act as if someone is smoke in one's eyes."
