To firmly decide to do something, with strong determination. Weightier and more deliberate than 決める, implying a considered, serious commitment.
留学を決意する。
I resolve to study abroad.
彼は独立を決意した。
He made up his mind to become independent.
何度も悩んだ末に、会社を辞めることを決意した。
After agonizing many times, I resolved to quit the company.
決意する is a transitive suru-verb expressing a firm, weighty decision. The thing decided is marked with を, or a clause + ことを.
