A compound verb: 貼る (to stick) + 付ける (to attach). The second element adds the sense that the thing ends up firmly fixed in place, so 貼り付ける sounds more deliberate and more permanent than plain 貼る.

貼り付けている is the act in progress. For the resulting state — the poster is up on the wall — use the passive 貼り付けられている or, more commonly, 貼るてある.

USAGE (computing):
For copy-and-paste, 貼り付ける is the term menus use, but in speech it is usually shortened to 貼る or replaced by ペーストする.
Writing
Also written 張り付ける. 貼り付ける is the standard spelling for sticking and pasting; 張り is preferred when something is stretched or posted up over an area.
