More formal and literary than ()れ (clear weather, everyday). Common in weather forecasts, written descriptions, and the well-known proverb 青天(せいてん)霹靂(へきれき) (a bolt from the blue — note: this uses the kanji (せい), not (せい)). 晴天(せいてん) is a noun and does not inflect.
