The ordinary, non-emergency state of affairs, used above all in contrast with 非常時(ひじょうじ) (emergencies, disasters, wartime). Common in administrative, disaster-preparedness, and corporate planning language.
平常時(へいじょうじ)の対応(たいおう)を確認(かくにん)する。
To check the procedure for normal times.
平常時(へいじょうじ)は職員(しょくいん)が三人(さんにん)で対応(たいおう)しています。

Almost always used as the counterpart of 非常時(ひじょうじ). It describes a situation, not a clock time, so it is not used to mean "usual hour."
