The minister referred the question to the advisory council.
After receiving the council's report, the government decided to review the system.

A fixed part of Japanese policymaking: a ministry asks a council (諮問(しもん)), the council deliberates (審議(しんぎ)) and answers with a report (答申(とうしん)), and the government then acts. Many have long names ending in 〜審議会(しんぎかい), such as 中央教育審議会(ちゅうおうきょういくしんぎかい).
