NOTE:
As of May 2021, Japan's disaster response system was revised. The previous three-level system (避難準備, 避難勧告, 避難指示) was simplified, with 避難勧告 being abolished and merged into 避難指示. However, the term remains widely known and may still appear in older materials and historical reports.
