NOTE:
As of May 2021, Japan's disaster response system was revised. The previous three-level system (避難準備(ひなんじゅんび), 避難勧告(ひなんかんこく), 避難指示(ひなんしじ)) was simplified, with 避難勧告(ひなんかんこく) being abolished and merged into 避難指示(ひなんしじ). However, the term remains widely known and may still appear in older materials and historical reports.
