Usage
Opens a sentence. It grants what was said (or what is understood) and then insists that what follows is still striking: 忙しいのは分かるが、それにしても… (I know you're busy, but even so…).
In conversation it also opens a remark with no stated premise, as a sigh of emphasis or a gentle change of topic: それにしても暑いね (It really is hot, though, isn't it?). English "even so" does not fit this use.
