Transitivity
自動詞 (intransitive). No pair verb. The thing understood takes が, not を: 日本語が分かる, 意味が分かる. 分かる describes a state that arises in the understander, not an action performed on the thing understood.
ASPECT (ている):
分かった — past form — is the normal way to say "I understand" or "got it": it marks the moment the understanding arrived. 分かっている is the ongoing state of already knowing, and directed at someone else it can sound reproachful ("I know that already"). よく分からない is the standard hedge for "I'm not really sure."

Similar words
知る is taking in a piece of information; 分かる is grasping what something means or how it works. Asked a question you cannot answer, 知らない can sound curt or uninterested, while 分かりません is the safe polite reply. 理解する is the formal written counterpart of sense 1.
Writing
Godan verb; te-form 分かって. Standard spelling 分かる; also written 解る or 判る, and very often simply in kana as わかる.
