暑(あつ)い describes how hot it feels — the weather, a room, the season — not the temperature of a thing you touch. It is used both before a noun (暑(あつ)い日(ひ)) and as a predicate (今日(きょう)は暑(あつ)い). Because it describes a sensation, it takes no subject in the usual sense: 暑(あつ)いです on its own means "it's hot" or "I'm hot," depending on context.
