An illegal practice where competing parties secretly agree on bids for contracts, especially in public works projects, to manipulate the outcome.

Usage

  • Mostly about construction and public-works contracts: the bidders secretly decide in advance who will win each contract and at what price. It is illegal under Japan's Antimonopoly Act.
