To be better than or exceed something in comparison. Used with に to mark the thing being surpassed.

質(しつ)は量(りょう)に勝(まさ)る。

Quality surpasses quantity.

彼(かれ)は体力(たいりょく)で誰(だれ)にも勝(まさ)る。

He surpasses everyone in physical strength.

この店(みせ)のラーメンは有名店(ゆうめいてん)に勝(まさ)るとも劣(おと)らない味(あじ)だ。

The ramen at this shop tastes every bit as good as at the famous places.

Takes the pattern AはBに勝(まさ)る (A surpasses B). Often used in written or somewhat formal contexts. The opposite is 劣(おと)る (to be inferior).
