USAGE:
The Japanese parliament (国会(こっかい)) consists of two chambers: the 衆議院(しゅうぎいん) (House of Representatives, lower house) and the 参議院(さんぎいん) (House of Councillors, upper house). The 衆議院(しゅうぎいん) has 優越(ゆうえつ) (supremacy) in matters such as budget approval and treaty ratification. Members serve four-year terms, but the chamber can be dissolved for snap elections.
