Almost exclusively used to describe difficulty sleeping due to heat or humidity, especially during Japanese summers. The most common collocation is 寝苦しい夜 (a restless/sleepless night), frequently heard in weather forecasts: 今夜も寝苦しい夜になるでしょう (Tonight will be another uncomfortable night for sleeping). Part of the ～苦しい pattern meaning 'hard to do ~,' like 見苦しい (unsightly), 聞き苦しい (unpleasant to hear).
