Etymology: 稟(りん) "report to a superior" + 議(ぎ) "deliberation." 稟 is properly read ひん; りんぎ is the established customary reading.

Common expressions

Cultural note: A 稟議書(りんぎしょ) is drafted by the person in charge and passed up through each manager, who stamps it, until it reaches the person with authority to decide. The system spreads responsibility and builds consensus, and goes hand in hand with 根回(ねまわ)し (informal groundwork beforehand); it is also known for being slow.
