A compound of 義務(ぎむ) (duty, obligation) and 教育(きょういく) (education). In Japan, 義務教育(ぎむきょういく) covers 小学校(しょうがっこう) (elementary, 6 years) and 中学校(ちゅうがっこう) (junior high, 3 years). High school (高校(こうこう)) is not part of compulsory education, though over 98% of students attend.

The obligation is on the parent/guardian to ensure the child receives education, not on the child to attend. Public school 義務教育(ぎむきょういく) is tuition-free.
