The highest level of weather or disaster warning issued by the Japan Meteorological Agency, indicating an imminent threat of severe disaster requiring immediate protective action.
Composed of 特別 (special) + 警報 (warning). The highest tier in the Japan Meteorological Agency's three-level warning system, introduced in 2013.
WARNING LEVELS (from lowest to highest):
- 注意報: advisory — be aware
- 警報: warning — take precautions
- 特別警報: special warning — extreme danger, take immediate action
