For a system, organization, law, or concept to be formally created or put into effect.
新しい法律が成立した。
A new law was established.
この制度は明治時代に成立した。

For a deal, contract, agreement, or transaction to be successfully completed.
契約が成立した。
The contract was concluded.
売買は双方の合意で成立する。
A sale is concluded through mutual agreement of both parties.
長い交渉の末、ようやく取引が成立した。
After long negotiations, the deal was finally concluded.
Composed of 成立 (establishment; formation) + する. The intransitive nature is important: things 成立する on their own once conditions are met. The subject is always the thing being established, not the person establishing it.
