A member of a 部 — either a school/university club (文化部, 運動部) or, in a company, a member of a department (営業部, 人事部). Context determines which sense applies, but the school-club usage is by far the most common in everyday speech.
テニス部の部員を募集している。
The tennis club is recruiting members.
新入の部員が十人入った。
Ten new members joined the club.
部長は部員全員の意見を聞いてから方針を決めた。
The club president listened to all the members' opinions before deciding on a policy.
Compound of 部 (club, department, division) + 員 (member). The senior member who leads the 部 is the 部長.
USAGE:
- School/university: 部員 = a member of a club such as 野球部, 吹奏楽部, etc.
- Workplace: 部員 = a member of a department, e.g. 営業部の部員 (sales department staff)
