People who favor a careful, go-slow approach to a decision, as opposed to those who want to move ahead quickly. Used of a group or of an individual who belongs to it.
慎重 (careful, cautious) plus the suffix 派 (faction, camp). Common in reporting on politics, business, and committee decisions, but also used casually about a person's temperament.
