To discuss a matter in a formal, institutional setting — typically in a legislature, board meeting, or committee — with a view to reaching a decision. Restricted to written and formal contexts; replaced in everyday speech by 議論する or 話し合う.
予算を議する。
To deliberate on the budget.
委員会で法案を議する。
The bill is deliberated in committee.

In the Diet, a special committee was set up to deliberate on this issue.
A literary, formal suru verb built on the single kanji 議 ('discussion; deliberation'), the same element seen in 議論, 会議, and 議会. Used almost exclusively in written reports, legal texts, and news coverage of legislative proceedings; virtually never appears in conversation.
USAGE:
- Takes a direct object marked by を}, typically a topic, bill, or agenda item: {法案を議する ('to deliberate on a bill').
- The more common everyday equivalent is 議論する; for informal group discussion, use 話し合う.
- Often appears in the passive 議される when the subject is the topic being deliberated: 議される内容 ('the content to be deliberated').
