A person who is not in the military or the government: an ordinary citizen. Used especially in news about war, disasters and appointments.
民間人(みんかんじん)が犠牲(ぎせい)になった。

A private citizen was appointed as minister.
攻撃(こうげき)で多(おお)くの民間人(みんかんじん)が家(いえ)を失(うしな)い、避難(ひなん)を余儀(よぎ)なくされた。
The attacks left many civilians homeless and forced them to flee.

Two contrasts: with soldiers (軍人(ぐんじん)) in war reporting, and with civil servants and politicians in appointments (民間(みんかん)から起用(きよう): brought in from the private sector).
