The very highest or most important. Almost always used as a modifier before another noun to indicate that something is of the utmost level or importance.
安全は至上の課題だ。
Safety is the paramount concern.
この会社では顧客満足を至上命令としている。
This company treats customer satisfaction as its supreme directive.
彼にとって勝利こそが至上の喜びであり、そのためにすべてを犠牲にしてきた。
For him, victory was the supreme joy, and he sacrificed everything for it.
Almost always used as a prefix-like modifier before a noun, not as a standalone predicate.
