The very highest or most important. Almost always used as a modifier before another noun to indicate that something is of the utmost level or importance.
安全(あんぜん)は至上(しじょう)の課題(かだい)だ。
Safety is the paramount concern.
この会社(かいしゃ)では顧客(こきゃく)満足(まんぞく)を至上(しじょう)命令(めいれい)としている。
This company treats customer satisfaction as its supreme directive.
彼(かれ)にとって勝利(しょうり)こそが至上(しじょう)の喜(よろこ)びであり、そのためにすべてを犠牲(ぎせい)にしてきた。
For him, victory was the supreme joy, and he sacrificed everything for it.

Almost always used as a prefix-like modifier before a noun, not as a standalone predicate.
