The very highest or most important. Almost always used as a modifier before another noun to indicate that something is of the utmost level or importance.
安全(あんぜん)至上(しじょう)課題(かだい)だ。
Safety is the paramount concern.
この会社(かいしゃ)では顧客(こきゃく)満足(まんぞく)至上(しじょう)命令(めいれい)としている。
This company treats customer satisfaction as its supreme directive.
