1. to build, to construct, to manufacture
To create something large-scale such as buildings, ships, or infrastructure. Used for construction and large-scale manufacturing, as opposed to 作る which covers general making and creation.
新(あたら)しい橋(はし)を造(つく)る。
To build a new bridge.
この船(ふね)は日本(にほん)で造(つく)られた。
This ship was built in Japan.
駅前(えきまえ)に大(おお)きな商業施設(しょうぎょうしせつ)を造(つく)る計画(けいかく)がある。
There are plans to build a large commercial facility in front of the station.
2. to brew, to produce (alcohol, miso, etc.)
To produce fermented or brewed products such as sake, wine, beer, soy sauce, or miso. This is the standard kanji used for brewing and fermentation.
日本酒(にほんしゅ)を造(つく)る。
To brew sake.
この蔵元(くらもと)は百年以上(ひゃくねんいじょう)酒(さけ)を造(つく)り続(つづ)けている。
This brewery has been making sake for over a hundred years.
自家製(じかせい)の味噌(みそ)を造(つく)るのが趣味(しゅみ)だ。
My hobby is making homemade miso.

KANJI DISTINCTION:

Japanese has three kanji for つくる, each with a different scope:

  • 作(つく)る: general making, creating (food, art, documents, etc.) — the most common
  • 造(つく)る: building, constructing, brewing — large-scale or industrial
  • 創(つく)る: creating something new, founding — emphasizes originality

In practice, 作(つく)る can be used for almost anything, while 造(つく)る is specifically chosen for construction (造船(ぞうせん), 建造(けんぞう)) and brewing (醸造(じょうぞう), 酒造(しゅぞう)).

GRAMMAR:
