To bring something into existence through effort or skill. Used for cooking, crafting, building, or creating anything.

To arrange or set up something. 計画を作る (to make a plan), リストを作る (to make a list).
Transitivity
他動詞 (transitive). No pair verb. Pattern: Xを作る (make X). Passive 作られる is the ordinary way to say what something is made of or where it is produced.
ASPECT (ている):
ている covers both the ongoing action and the resulting state: 作っている can be "is making" or "has made (and it exists now)," and context decides which.

Writing
- 作る is the general-purpose spelling and the safe default.
- 造る is for things built or brewed on a large scale — ships, buildings, sake.
- 創る is reserved for creating something that did not exist before, and is mostly seen in slogans and company mottos.
