An official decision not to grant permission for something applied for — a visa, a building permit, a licence. The formal counterpart of 許可(きょか).
申請(しんせい)は不許可(ふきょか)となった。
The application was denied.
不許可(ふきょか)の理由(りゆう)を文書(ぶんしょ)で求(もと)めた。
We requested the reason for the denial in writing.
一度(いちど)不許可(ふきょか)になっても、書類(しょるい)を整(ととの)えて再(さい)申請(しんせい)すれば通(とお)ることがある。

The negative prefix 不(ふ) plus 許可(きょか) (permission). Appears mainly in administrative and legal writing; in speech people say 許可(きょか)が下(お)りなかった.
