1. report to the throne; memorial to the emperor
A formal report or petition submitted to the emperor by a minister or official. A historical and legal term, used mainly of the imperial court and of government under the Meiji Constitution; it does not describe reporting to an ordinary superior.
大臣(だいじん)が天皇(てんのう)に上奏(じょうそう)した。
The minister submitted a report to the emperor.
その案(あん)は上奏(じょうそう)されたが、採用(さいよう)されなかった。
The proposal was submitted to the throne, but it was not adopted.
