A concept or notion for doing something.

案(あん)を練(ね)りに練(ね)って、やっと良(よ)い方法(ほうほう)を見(み)つけた。
After working the idea over and over, I finally found a good approach.
3. draft, bill
A preliminary version of a document or law.
法案(ほうあん)が可決(かけつ)された。
The bill was passed.
改正(かいせい)案(あん)を作成(さくせい)する。
To draft an amendment.
この法案(ほうあん)は国会(こっかい)で長(なが)い時間(じかん)議論(ぎろん)された末(すえ)に成立(せいりつ)した。
This bill was enacted after lengthy debate in the Diet.

案(あん) has two main uses: a plan/idea, and a draft document or proposal. Very productive as a suffix in compound words.

案(あん)の定(じょう) (as expected, sure enough) is a common set phrase where 案(あん) retains its older meaning of "expectation."
