To be eligible to vote.

そんなことを言(い)う資格(しかく)はない。

You have no right to say such things.

彼(かれ)には代表(だいひょう)チームの選手(せんしゅ)に選(えら)ばれる資格(しかく)が十分(じゅうぶん)にある。

He is fully eligible to be selected for the national team.

資格(しかく) covers both formal credentials (certifications, licenses) and the abstract notion of eligibility or right to do something.
