Used with ても/とも to express 'no matter how' or to emphasize degree.
如何に努力しても無理だった。
No matter how hard I tried, it was impossible.

如何に彼が天才であっても、一人では限界がある。
No matter how much of a genius he is, there are limits to what one person can do.
如何に is a formal adverb with two main uses: asking "how" or "in what way," and expressing "no matter how" with ても/とも.
