To use the controls of a machine, device, or software to make it function. The most common everyday usage.

2. to manipulate; to rig; to tamper with

To unfairly influence data, information, or people for one's own purposes. Carries a negative connotation.

データを操作(そうさ)する。

To manipulate data.

世論(よろん)を操作(そうさ)しようとする動(うご)きがある。

There are moves to manipulate public opinion.

株価(かぶか)を操作(そうさ)した疑(うたが)いで捜査(そうさ)を受(う)けている。

操作(そうさ)する covers two clearly related senses: physically operating a device (literal) and manipulating opinions, prices, or events behind the scenes (figurative).

Usage
