Loanword from English 'hate speech.' The term gained prominence in Japan around 2013-2014 during public debate over anti-Korean demonstrations in areas like Shin-Okubo. Japan's Hate Speech Elimination Act (ヘイトスピーチ解消法(へいとすぴーちかいしょうほう)) was enacted in 2016.
