In the pattern 〜にかけては, it names the area in which someone excels. Nearly always followed by a claim of superiority, so it reads as praise or a boast.
Sense 1 attaches to nouns of time or place and is normally paired with から; before a noun it becomes 〜にかけての. Sense 2 takes the は-marked form 〜にかけては and attaches to a skill or field.
