2. to exclude, to shut out
To exclude someone from participation, membership, or involvement in something.

Figurative usage - exclusion

TRANSITIVITY: 他動詞(たどうし) (transitive). Compound verb: ()める + ()す. Pattern: Xを()()す (lock X out).

ASPECT: ている indicates resulting state. ()()されている = 'is locked out.'
