The elected legislative body of a Japanese 市 (city). City council members (市議会議員) debate local ordinances, approve the city's budget, and oversee the mayor's administration. Parallel bodies exist at other levels: 町議会 for towns and 県議会 for prefectures.

Composed of 市 (city) and 議会 (assembly, council). Each Japanese city has its own 市議会, with the number of seats roughly proportional to population. Council members serve four-year terms and work alongside — and often in tension with — the separately elected 市長 (mayor).
