Formal or literary contraction of 〜なければならない expressing necessity or obligation. Attaches to the nai-stem of a verb. More formal than the colloquial なきゃ or なくちゃ forms.
明日(あした)早(はや)く起(お)きねばならない。
I must wake up early tomorrow.
問題(もんだい)を根本(こんぽん)から解決(かいけつ)せねばならない。
We must resolve the problem from the root.
社会(しゃかい)の不公平(ふこうへい)に目(め)を向(む)けねばならない時代(じだい)が来(き)ている。

Literary/formal contraction of 〜なければならない. Formed by replacing なければ with ねば (from classical Japanese ねば = if not).
